Can these PC specifications play Arma 3 in a decent quality?

Not optimally no, your CPU has a rather low clock speed, 4GB of ram wont cut it for Arma 3, and by the looks of it your using an integrated graphics card which isn't very good. Your going to have problems running it even on low setting with an integrated GPU. You may be able to run it at low to very low settings but Arma is still an intensive game just because of world size. I would suggest an upgrade.
