Probably not. The 730 isn't a very powerful card. I think it's a good combination for a cheap, low-resolution gaming PC.

it will not. but 2GB of RAM is very low by today standard. even 8GB will be considered as minimum standard soon.

The video card will bottlenck the CPU if anything, that CPU is stronger than the 730 you want to get for it. You can go up another 2 levels in video cards and still be OK with the i3.

You should also upgrade the RAM to 4 GB or more if you are planning to play games.

No it won't be close to being bottlenecked by the CPU, the video card is the weak point in your system not the CPU. Aside from only 2 gig of RAM that is but that is easily fixed.
