Can these specs run average games, and GTA V at 20-30 FPS

Im planning on upgrading my pc, right now I can play some games and im about to upgrade some parts, can these specs run GTA V at 20-30FPS and average games

Current specs:
EVGA 430w Power supply
MSI AM1I Mobo (planning to upgrade to ASUS H81M-A)
EVGA Geforce gt 610 (planning to upgrade to EVGA 750 FTW)
AMD 5150 1.6ghz (planning to upgrade to Intel G3258 4 Pentium 3.20 GHz)
Antec VSK3000E Case
Crucial Ballistix Sport 8x2gb 1600

Should this be able to run it? Sugestions? I dont plan to overclock, Im keeping the stock cooler unless I should get aftermarket one to run GTA V smooth

I may recommend saving up for a new platform though as yours is getting increasingly more and more dated, and if your happy with your current setup it's not going to be an insane increase imo.

Right now it cant even run L4d2 at 30 fps so im not happy atm
