Can this be a bottleneck?

Hello all, I have a question.Is my CPU bottlenecking my vega 56? When i am running far cry 5 with ultra settings on 1080p i am getting an avarege fps of 40-45. This is too low. All of the benchmarks on youtube on vega , average fps in around 110 with the lowest being 94.
Here is my setup -
CPU - AMD FX-8300 3.3 GHz
RAM - 8 GB 1600 Mhz
Motherboard - MSI Gaming 970
GPU - Radeon RX Vega 56
PSU - Corsair HX 1200i
SSD - 128gb
HDD - 2TB
