Can this build run low-power games like gmod and minecraft with a decent FPS?

I think your plan is good.
It really depends on the games.
Fast action games will suffer.
But sims,mmo and strategy games are more dependent on the cpu.

You should be able to reduce resolution or graphics settings to get something playable.

AA is particularly hard on graphics.

All those parts are solid. And yes, you very well can run those games with pretty good FPS using the Intel HD 4600 integrated graphics. Check this:

that coolermaster tx3 is rubbish(only effective at max rpm wich is noisy), and you have a non-k processor. it's a waste of money imho. just use stock cooler. unless you live in a very hot climate.
