Can this build run Tera on ultra settings?

I'm an avid MMORPG player, but I've always been playing at low settings because of my computer. I've decided to go and build my own PC but I'm not sure of a video card to get to be able to play this game on Ultra settings. NOTE: My budget extends to at least $420 but maybe it could stretch to $430. Here's the build I have in mind:

CPU: AMD A6-6400K 3.9GHz Dual-Core Processor

Motherboard: ASRock FM2A78 PRO3+ ATX FM2+ Motherboard

Memory: Team Elite Plus 8GB (2 x 4GB) DDR3-1600 Memory

Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

Video Card: AMD Radeon R9 270x

Power Supply: EVGA 500W 80+ Certified ATX Power Supply

Haven't decided on a monitor yet, but I'm wondering if a 720p is good enough.

MMORPG is the cpu intensive game, the A6 6400K is little bit weaker, but you use the 720p only so you should be fine.

But you have $420 budget, how about this build for $406.81 after discount/ MIR.
