Can this built be better for the price or cheaper? (850~)

I'm not a pc gamer by any extent. This pc would actually only play SWTOR (Star Wars the Old Republic (though hopefully at Max Settings), and if I ever go back, perhaps WOW). Predominately, this would be a general use PC that sees a lot of multitasking, though no video editing or anything of that sort. This is my first build, and though I'm not overclocking I do live by the South Florida, (so hot).

Do I need that cooler listed? If not should I just get rid of it and that's that? (the less money being used the better for other reasons). Could I get near similar performance with a different graphics card at almost the same price? And is the power supply too much/enough?

The power supply is too much, you could power that computer with a decent 500 watt power supply. But if you can get it for $60, buy it anyway. It'll leave you some room for expansion down the road.

You could save some money by buying an 8320 and overclocking it to 8350 speeds. An 8320 is basically a factory-underclocked 8350, so overclocking it .3ghz shouldn't hurt much.

It says that, "Rosewill R5 (Black) ATX Mid Tower Case and Cooler Master Hyper 212 EVO 82.9 CFM Sleeve Bearing CPU Cooler height clearance could not be verified." Would the Hyper 212 EVO fit comfortably within the Rosewill?

I had also seen a gtx 750 ti i think 1.1ghz, the strengthened one for 140, but I had figured the current reduced price of the r9 270 would be best and presumably better in terms of performance.

Yes the 212 evo fits, look at the completed builds with it using that case. And the 270 would easily outperform a 750ti.
