Can this Cpu cooler overclock?

I was just wondering if the Be Quiet Shadow Rock LP can overclock my intel i5 4690k to 4.5 ghz
If so would it be loud or quiet?

It should get you close , best budget overclocking cooler on the market , nobody can say for sure because all CPU's are different , some overclock well others not so good.

Just a nice option to consider. 😀
