Can this drive be fixed?

Taking help of diskpart. That;s all what I know. Sounds like the device is healthy.
I can run any operation on it, unlike formatting it.

'Clean' is used to completely wipe the drive (including partitions). When you run the second 'clean' command you are erasing the partition you just created. Don't use the second 'clean' and you should be all set.
