Can this graphics card run my software?

I am building a desktop out of a barebone desktop. Current Specs:

3.2 GHz CPU 2 Quad Core

4 GB GDDR3 Ram

250 GB HDD

I am not sure what video card I need, so I have narrowed it down to a few. The one I have focused on is the Sapphire HD 6570.

If I get that card will games like Witcher 2, Skyrim, and Planetside 2 work?

No, its an extremely slow card. Look for a 7750 or 6670 at the very least.

you can barely manage 15-20 fps if you turn down to low settings
you would be better with atleast a 7770 or GTX 650TI range of card for those games.
but you will need minimum a quality 300W PSU

650 ti / 7770 PCIE technology is backwards compatible for the most part, so it should,
although there may be issues with newer cards and PCIE 1.0 mainboards due to chipsets and other limitations.
For 100% clarification it will work or not on that particular mainboard, you will have to check with mainboard manufacturer

One more question: Would the 7770 run The Witcher 2 and similar games on high, if not ultra? And if two cards both say 1gb, what makes the other card not be able to run games that the other card can?

CAN, but performance will be medium on high @ 720p 1GB 2GB both can run those game. It depends if you run moded games skyrim on veryhigh best go 2gb if not then 1 should do @ 720p

Every graphics card has a gpu. It is similar to a cpu in that different cards will have different amount of cores and hz. 1gb vs 2gb will most likely not make a difference as the 7770/650ti are somewhat mid end and won't utilize 2gb anyways.
