My dad's laptop died and I've designed a desktop build for him. He will only be using it for web browsing, watching videos and designing websites. He wants it to be fast so I hooked him up with an SSD and made sure he had enough HDD storage for his files. Anyways, his budget is $500 and the list is $560. Is there any way I can drop the prices a little bit for similar performance.

P.S. Is there any way I can purchase a cheap Windows 10 OEM because there is no chance I'll let him spend a quarter of the budget on the OS.

Pay what you need to up front.
A $60 differential will quickly be forgotten.

My reading indicates that the case comes with two front intake fans.
That is all you need, no need for extra fans.

Windows will run perfectly fine without activation.
You do get a slightly annoying reminder to activate in the lower right corner of your primary monitor..

What monitor is planned?
A ultrawide is most useful for desktop work.

Ryzen depends on fast ram for performance, and that must include dual channel operation.
You need to specify a 2 stick kit of 2 x4gb, but 2 x 8gb would be better.

The key to snappy performance is a ssd.
I would very much want to see a single 1tb ssd for everything.
Samsung 860 EVO or QVO would be my pick for performance and quality.
You may find that a 1tb intel pcie 660P or 665P is reasonably priced.

As an alternative, consider the i3-10100 processor and any lga1200 motherboard.
I3 is a bit stronger and turbos up nicely which is what you want for a desktop.
2666 ram is fine.
The integrated graphics is fine for youtube and HD movie playback.
I built one for my son as a desktop, and it is quick.
The integrated device adapter can drive a 4k monitor via displayport.
