Will this PC run Arma 3, BF4 Star Wars Battlefront, GTA 5 and Just Cause 3 on Ultra or High at 60fps average?

Power Supply- Corsair CX750 750W

Processor- AMD FX 4300 3.8GHz 4 Core

CPU Cooler- Stock Heatsink and Fan

Ram- 8GB Corsair DDR3 XMS3 1600MHz

Motherboard- Gigabyte GA-970A-DS3P

Graphics Card- Nvidia GeForce GTX 960 2GB

Hard Drive- Seagate Barracuda 2TB 7200rpm 64MB Cache

Monitor- Acer 24" K242HL HD VGA/DVI

Probably not. Your CPU does not meet the recommended specs of most of those games. I also don't think that your GPU is powerful enough for a steady 60 FPS experience. The framerates you will get, however, should be plenty for the games to be playable.
