Can this PC run GTA V on Medium/High with 60FPS+?

I would say so, yes. It's a decent system with an entry-level gaming GPU. Here's a benchmark of GTA V with a GTX 950, that PC should perform about the same.

Thanks for that. On high? 60FPS+? Or would it be better on Medium?

I think it would do 60fps on high settings. It mainly depends on what anti-aliasing settings you use. Turning AA off will perform better.

With that PC, would it be a smart move to get a 144Hz gaming monitor or a 60Hz one would be fine?

Uhm 60Hz is fine for the GTX 950. Only go with a 144Hz if you plan on getting a better GPU.
