Can this Psu Corsair VS Series VS650 80Plus crossfire two of this gpu's Asus Radeon RX470 4GB Strix OC Gaming ?

Yes it can, but don't plan on oc'ing those babies, you may surpass your psu. Also please be aware of what games you are playing and if they support crossfire. Sometimes you can get worse performance or screen tearing by using crossfire on games that just simply don't support it. From watt (see what i did there) you are looking at, those gpu's will pull 450-500 watts where if you get a better gpu such as a 1070 or 1080, not only is the power draw nearly half that, but you wont have to worry about crossfire or sli game compatability. My advice, just get the best single card in your budget.

This is Guru3D's generic power supply recommendation for the series:

AMD Radeon RX 470 - On your average system the card requires you to have a 400 Watt power supply unit as minimum.

If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina.

The card draws 150 watts peak gaming...

That would be a 550 watter if not overclocking anything

That being said the VS series PSUs are not ones Id put in a gaming box ... but I'm not saying that you are in danger here. It shouldn't be an issue other than it's overall quality but I'd go easy on it... overclocking not recommended.
