Quality wise that PSU is crap... But it will work with 1060 3GB and your other Parts...

If you are planning to buy a PSU.. go with Atleast Coolermaster MWE 450v2 and also consider CX450 from Corsair...

My question is can this 400w power supply handle a gtx 1060 3gb, an FX 6300, 16gb ram on dual channel, 1tb hard drive and a 120gb ssd?

Can it support your GPU? Yes, probably. But I'd still suggest replacing it with a better unit if you can. The issue isn't the wattage, it's that the elite V3 just really isn't a good power supply. It's group regulated, it's only actually rated for 360 watts at 12V, the cables are all 20-gauge (where any decent budget units will pretty much always use 18-gauge.) And not having under-voltage protection is never a good sign.

On another note, wattage calculators generally can't be relied upon.
