Can this PSU run this build?

It should be fine. And by should I mean that usually for a single gpu a 550w is great. The 390 though seems to be a little peculiar though. There have been some cases where some older psu had problems with the card. The EVGA GS though is a great power supply and i think it is going to be ok.
 
A high quality psu can handle what it is rated to handle, 650W is 650W. Only when you buy low end power supplies should you worry about that.

The build itself under gaming loads will probably draw no more than 350 watts, probably less. In order to really hit that 450W mark both the CPU and GPU need to be at 100% load the entire time, doubtful.

Here is Guru3D's power supply recommendation:

AMD R9 390 and 390X - On your average system the card requires you to have a 550~600 Watt power supply unit.
AMD R9 390 and 390X Crossfire - On your average system the cards require you to have a 800 Watt power supply unit as minimum.

If you are going to overclock GPU or processor, then we do recommend you purchase something with some more stamina.
