Yes they are compatible but you also need to make sure that your processor is designed to fit in the LGA775 socket that is on that board. Also, I would highly recommend you check pcpartpicker.com to see if you can find a budget mobo on ddr3 or ddr4 ram and piece together a compatible low cost build there...

If you already have a half decent CPU and can get a motherboard that cheap and some RAM I'd say go for it. It won't be the best but it'll do a job.

A big maybe, often when you see DRAM that specifies it's for say AMD - it may well be proprietary sticks for a given prebuilt or the like
