Not even close. That laptop uses a low power Intel Atom CPU which provides enough performance to use Android / Windows tablets or low end laptop. The following video shows CSGO being played on a laptop with a Pentium N3540. The description states 30 - 35 FPS when not recording using the lowest settings.

CSGO is not a demanding game, but the Pentium N3540 CPU and its integrated Intel HD (Bay Trail) graphics core are pretty weak.
