Since laptops run CSGO, I'm sure the Dell can too....just don't have any illusions of slapping in a GTX1060 in what is probably a proprietary case, likely with a too small power supply, not conducive to supporting many upgrades....

No it can't, the graphics are way too low for that.
Get a GT 1030 or GTX 1050, then you can run it.

It might be able to, the deciding factor is the GPU. You may have to invest in a cheap low end GPU to be able to play.

You meet the other specs they want a e6660 for the CPU at minimum which is a dual core clocked at 2.4ghz and 2gb ram, both of which you exceed.

The CPU is the bare min but you also need a video card. What video card do you have as it requires a DX9.0c 512MB video card. Your RAM and HD is enough.
