Can the single gpu titan z play the witcher 2 on max settings and will it able to play the witcher 3 on max too or is the titan black a better option.

Solution
I believe a hidden question within your question is :"Will I be able to enable Ubersampling on the Witcher 2?". On my GTX 780 TI, true max settings, including Ubersampling, runs around 40-55 FPS. So a single GTX 780 Ti is the minimum necessary for the Witcher 2.

The Witcher 3 is a GPU accelerated PhysX game, so an Nvidia card will be mandatory for maximum settings. Beyond that, we really need to wait and see how much it will push current hardware. I would assume you might need dual GPUs or the latest Maxwell card.
Like the guy before me said. Titan Z isn't really a gaming card. While you can game on it. And rather well at that. An sli'd 780Ti configuration will do it faster and cheaper. And for the Witcher. I'm not even sure you'd need two of them. Unless you wish to do 4k res with the settings full tilt. And maybe a graphics mod thrown in.

titan z also isn't great for business solutions through it's not validated memory which you want to have ecc if i'm correct with the term. The extreme high price on top of it made the card completely doa right out of the gate.

anyway.

With maxing out you probably mean ubersampling + everything on ultra, and with the witcher 3 everything on ultra here also with hairworks.

Witcher 3:
A titan z is bad at tesselation and will struggle to get high framerates with hairworks on, it won't hit 60 fps on 1080p with hairworks on. It will hit around 40's low.

Witcher 2:
A titan z is about as fast as a titan x ( besides the tesselation part ) a titan x can't hold 60 fps on ultra with ubersampling it will drop to low 50's. This means that even if the titan z scaled perfectly it probably won't hit 60 fps.

The minimum i found out to get a rock solid 60 fps on witcher 2 ubersampling + ultra is by having 2x 980's which outperforms the titan z.
