r7 250 1gb drr5
6gb ram
windows 8 64bit os

I had an E5700 3.00 GHZ Dual Core, 6.00 GB GTX 750 ti and it was not a good experience even though it ran at average of 25 frames per second at low settings.

You are below min requirements in terms of gpu and cpu. It may run but its not going to run well, likely at any settings.

I'd be surprised if you were able to get 30fps on low. Poorly optimized game, don't even bother until you have a decent rig.
