Not sure exactly what you are asking but here's a general answer for installing an OS to a system.

You need an installation media of some sort to install an OS to a system, whether it be a pendrive (flash drive where I come from) or with a DVD (not a CD unless it's old like Windows XP or a light weight Linux distro.) Otherwise, the only other way to install an OS without either of these things is through network install (which requires some extra stuff on your part and most average people do not possess the necessary things for this) or by plugging the hard drive of system into another system and installing from within another OS on that system using software that allows you to do so.

It is possible to create a special install partition on HDD, that contains contents of installation media.
When you boot from this specially prepared (internal) HDD, it's like you have booted from windows installation media.

That's the only way to install windows onto pc, where you can't access BIOS to change boot priorities.

At work we use a K2000 server from Quest to image computers through PXE booting.

So technically it is possible to install windows without a usb flashdrive or cd/dvd.

Was this just for general knowledge or for a problem you are having?
