i doubt any programs like that would still support windows 95 but you may be able to find versions of it on google. if it is running windows 95 odds are the computer will not perform well a modern OS like windows 7
If you have an ISO, you can burn the ISO to DVD or to a USB drive. Then boot from that device and proceed.
If this is a Wins 95 era PC, you may find that it is not capable of running Windows 7. What are the specifications for the system you want to install Win 7 on?
Jeff-J is correct. MagicISO and MagicDisk still support Windows 9x. It'll probably tell you a dll file is missing which you can probably copy from the Windows 98 cabs.
