I live in norway, and going to build a new custom gaming pc build. But the pc parts are SO expensive in my country Norway. Can I buy them from cheaper sites around the world and still work in my country Norway?

There are many considerations to take into account. First one is the shipping cost which can be insanely high at times. The second consideration are warranties. There is no guarantee that the parts shipped to you will be in tiptop condition for one thing, and even if they were shipped in perfect condition you may want to RMA something in the future which could be quite difficult when you have the parts from outside your country and I believe the reshipping costs will also be quite high.

So is there a chance that the parts won't be in top condition if I buy it from another country? 😵

No he is saying you might have a hell of a time returning things if they are damaged in shipping etc. Since you would have to ship them back to another country.

Hi

One of the few type of add on cards which may not be international are TV decoders analogue or digital & type of TV standard

In EU there is a risk of vat tax & duty being levied on importation by buyer unless paid in advance by exporting company

Some companies will not accept foreign sales especially if there is a big price difference in their market.
This is more about USA to europe

Then there is the problem of your card company declining the sale in a foreign country. I used PayPal to authorise a software & hardware sale and the second was declined followed by an automated call from my card company which agreed to accept transaction but seller would not accept card on second attempt
