Can you clean a PC case using a fan?

Depends on the fan. I'd recommend just going out and getting a can of compressed air, comes with an attachment that makes things FAR easier. If the fan has enough airflow, then sure. DO NOT vacuum it (some people have, surprisingly).

Disconnect from power, open the case, make sure your fans do not turn during blowing (e.g. tape 'em), take the PC outside (e.g. in your garden), get compressed air/hand blower, blow those dust away!

I dunno about room fan, usually, they are not strong enough to clean a PC but you can go ahead and try.
