Can you clone an SSD if you are changing other parts (ie; Mobo, GPU, CPU, PSU)

Hi guys I'm not sure the answer to this question so I thought I'd ask here.
Long time lurker, first time posting.

My problem is I'm planning on upgrading my PC and buying new Mobo, GPU, CPU, PSU, SSD and ram soon; Pretty much everything. But I want to be able to clone my SSD to the newer, bigger SSD so nothing has changed in the way of what I have installed and all my other files.

I have a lot of games and programs that it has taken me nearly a year and a half to slowly download and it'd be an extreme hassle to have to reinstall windows AND download everything again.

I know you are able to clone an SSD when you are replacing just the SSD, but what happens when you are planning to replace everything else as well? Do you run into any issues and is it possible? Can anyone guide me on how I should do this so I know in advance?

Right now I am going from -

Mobo - ASRock extreme6 z87
GPU - GTX 770 EVGA Super-clocked edition w/ ACX cooling (OC on top)
CPU - i7 4770k
PSU - Antec HCG 620w mod bronze
Ram - 16gb G.Skill ripjaws
SSD - SanDisk Extreme II 120gb
HDD - Seagate Barracuda 2TB
OS - Win 8.1

and planning to get -

Mobo - ASRock extreme6 z97
GPU - Titan X
CPU - i7 4790k
PSU - Antec HCP 850w mod platinum
Ram - 32gb G.Skill ripjaws
SSD - SanDisk Extreme Pro 1tb
HDD - Seagate Barracuda 2TB
OS - Win 8.1

CPU cooling - Noctua NH-D15
GPU cooling - Unsure for Titan X

All my old parts I'm replacing I am using to build a PC for my family to use.

If anyone wants to comment anything helpful about my build too that would be nice but the main issue I'm trying to work out is if the transfer of my current SSD can go to a new SSD if I am changing all the other hardware too.

Thanks for reading.
Sorry I wrote so much but trying to give as much detail as possible to get the right help.

TL;DR: I want to know if I can clone everything from my current SSD to a new SSD perfectly with no issues if I am also replacing not only the SSD but everything else in the PC as well, such as mobo, GPU, CPU, etc.

I would not clone your old SSD since it may have conflicting drivers. If you have important files that is on the SSD move it to the HDD.
I would preferably install a clean copy of windows on your new SSD.
With steam games, as long there are within Steam directory, you can completely move that directory to the HDD and back to the new SSD without breaking it. Steam will auto configure itself.
If you have GTA V, you can copy the directory as a backup . When you run the installer on your new pc, you can simply move that directory there and the downloader will simply just download anything that is missing. The game will still work. I'm unsure if this will work with every other game as I have only tested this with GTA V. You would need to move the saved states as well which are normally in "My documents" directory.

With the Titan X , there is only two type coolers, the standard Titan style air cooler or a water block for watercooling.

Thank you Suztera I appreciate the help.
Sad I probably won't be able to just clone the drive though. This is going to be more difficult then I wanted hah.
