Question can you have a radiator without a water cooling system?

I've seen some peoples pc and they have a radiator but nothing for a water cooling system

Will it do anything useful? Nothing except look pretty.

Its just that a radiator by itself serves exactly zero purpose.
Like having a fan with no power. Or a printer without paper.
