You'll have to measure gpu clearance yourself.

Length of gt 1030 is 145mm but what space do i measure in my case ,do i measure this https://ibb.co/S5gyf2B

Did you read info in the link proviced?
You measure from slot bracket to end of the case, until hdd drive cage (or pc case fans) get into the way.

I read it but in my case hdd drive cage isn't in the way,it is on whole other side

If HDD case is not in the way, then you don't have to account for it.
Measure to end of the case.
