Just get a 10600K + Z490 if you want to overclock that badly - the experience is more worthwhile with that. Manual OC is garbage on Ryzen 3000.

For any meaningful OC you need better CPU cooler, at minimum Noctua NH-D14/15 or a good 240 water cooler. This one should be only fair for stock speeds and boost.

If you are not going to overclock the CPU then the stock cooler should be OK. Anything better would be a bonus.

If you want to do a mild OC then an air cooler will be fine. If you want to go as far as you can then you should get a liquid cooler.
Whichever way you go, they have to fit in your case. And be within your budget.

They are all pretty expensive.
Probably a Corsair H100i would be OK for a 3700X.
