You say you want 'max settings' - so I assume you want good visual quality in the games?
Therefore, you should get a higher resolution monitor - more pixels giving you a sharper and more detailed image. Which you could subsidise with a less expensive GPU as even an RX 5700 XT /2060 Super / 2070 Super will do very well at 1440p
Also with gaming, turning the settings to 'max' isn't always the best way to play the game. Some games have a few extremely demanding settings on max or ultra that don't look much different to high/very high but crush performance.
So:
Get a better monitor - 1440p, 144hz, with adaptive sync (e.g. freesync)
If necessary (for budget), get a somewhat less expensive GPU
And once you've got those, don't always blindly turn the settings to max
