Can you install an External GPU to a Laptop with a dead GPU Chipset as a solution?

Athlon II 320, 2GB RAM, 250GB HDD - you're feeding dead horse.
Even if it's possible (and I doubt), it's not worth - the CPU is anemic, the RAM too.
Remove the hard drive, put it into a USB SATA enclosure, and use it as a portable drive. Recycle the rest.

I would say no, because the driver isn't going to install itself so you can't see anything to use it. But also there is a cheaper solution; a usb adapter. Others have run into the same issue and this is what I've suggested before. These go for about $20. You would only have usb 2.0 and because of the low specs, it will lag but if you really want to put in the effort to get it working, that is the solution.

Alabalcho does bring up a point though. It's not worth it. A $50 tablet is actually better performance and more useful to most people these days. That's not much more for a completely new faster device. You could actually try selling the laptop and get $50 back.
