So i'm building a PC and I have windows 10 on a disc and i was wondering if i could sell the disc with the PC or if that was illegal. I didn't buy it but rather just got it off of their website and downloaded and burned it onto a CD and honestly i don't even know if what i downloaded was windows 10 or just something that'll let me put the product key in. Thank you in advance.

So no, you have no OS on this machine.
If you were to sell this with an OS, you would need to add another ~$100.

So...a $250 PC. Do you have a buyer for this thing?
Adding $100 labor on a $250 PC is a bit extreme.

Is the OS installed and "activated" ? It seems not.

What DID you download?

Do you actually know what you're doing?
What are you selling? And for how much?

This is what im selling http://pcpartpicker.com/p/GHc3f7
I'm selling it for roughly 350 an extra 100 dollars as people have said i should add an extra 100 for putting it together
This is what I downloaded https://www.microsoft.com/en-us/software-download/windows10
The OS is not installed or activated as i have just now bought the parts and they are currently being shipped.
And i did not pay any money as the download link for whatever i downloaded was right there which i do not believe is the actual OS.

No I currently don't have a buyer hoping I can find one on Craigslist or ebay. Yeah I was also thinking 100 was quite a bit for building it, was just told that 100 is a good price but I'll see. Thank you :)
