Can you lower your resolution and increase your refresh rate?

I wanted to buy a new monitor and I saw the ASUS Swift PG278QR, which has 2k res and a 165hz refresh rate. My other choice would be a full HD 240 hz display. I only want the high refresh rate to play csgo, however I only play at 1024x768 therefore all the extra reolution would be "wasted". If I get the 2k 165 hz monitor and drop the res very low can i increase the refresh rate to match the 240hz display, or even outperform it?

Not beyond the maximum refresh rate of the monitor, which in this case is 165 Hz at all resolutions.
