Can you only download from the windows store on windows 8?

I plan on getting/building/whatever a gaming pc and I heard that windows 8 only lets you download applications/games from the windows store, is this true?
and can you get steam on windows 8?

That's Windows RT, which is for ARM-based devices.

Windows 8 doesn't have the same restrictions, and any software that works on 7 is 99.9% certain to work on 8.

Whether or not you'll like the UI of 8 is another question.

yeah the metro style doesn't bother me, especially when I read you can slightly customize it to make it more like windows 7
