Can you over clock with an ultra low voltage processor

Im a realling looking into getting a new laptop for less than $800 but a want a really high performance processor than I can overclock. So I wanted to know if it is possible to over clock a ulv processor like i7 4510u or if you can overlcock an i7 4700hq

you cannot overclock these processors. if you have the right model laptop you could possibly undervolt and underclock.
