My budget is 650$.

I will use it for gaming(Heavy games exp. BF4) and programming.

I will use a 720p Monitor.I have to buy it also in the budget.

Please suggest me two rigs- One for Intel and One for Amd.Can i get i5 4440 and Fx 8350 in these rigs.Thanks

If you can add a bit more money and get m5a97 EVO version motherboard it will be better because you will be able to overclock your CPU better and it will have the same performance as FX - 8350

Over budget I know, but I really can't recommend anything lower than this with a straight face (for AMD anyway). This includes a FullHD monitor, it's about the same price as 1600x900 monitors so you might as well. Also includes an OS. It'll also allow you to overclock the CPU to 8350 levels and if you're lucky a little bit beyond that. Don't expect miracles from this build though, it won't run BF4 on Ultra ;)
