I searched online and from what saw, windows 8 or 8.1 can only be installed if you already have windows 7 on a computer. So how could i put windows 8 on a new computer that i would build

Solution

You absolutely can! You just need an installation disc and an optical drive.

Put the disc in the optical drive and install.

This is only true with UPGRADE discs. I actually had this exact thing happen to me when I built my new rig 3 weeks ago. You can't upgrade something that isn't there to begin with. But as the posters have already said, you just need the full installation disc (runs about $127 for Full Edition Win 8.1 from Best Buy, but you can find it cheaper)
