I've tried to convince him that a 60GB ssd isn't nearly enough, but he said he will use it only (or almost) as his boot drive.
And i also told him that he could get a GTX 1070 instead of 2 RX 470s (for the same price) and still get better performance (at least I think) 😉

We decided to not use the stock cooler cause we had some troubles with stock coolers in the past ... this is why we opted for an aftermarket cooler 😛

120gb minimum for a boot SSD. 250gb is for more preferable.

RX470 Crossfire is a joke. Any single 1070 will run laps around low-end crossfire.

Ugh... planing to spend <100e on drives and getting 250e keyboard ... Somebody definitely thinking good looks is more important then good components.
Tell him to trash that keyboard, get a basic one and invest saved money into 1500x, faster ram and bigger drives. And 1070 too.

Yep, 60GB is not enough for 'almost only' boot drive. I would recommend against anything below 240GB.
I agree, swap 2x RX 470s for single card... SLI/Crossfire is not anywhere near reliable and scaling in general sucks. Make sure you match monitor with proper sync type if you want freesync/g-sync with proper card (AMD/nVidia)
Late stock coolers both from Intel and AMD are reliable and do their job well. It isn't Noctua, but completely capable of cooling their cpu. So I'd skip custom cooler unless the machine will be kept in overheated environment (Mediterranean summer without air condition).
CDVD burner... I have blu-ray writer myself and tbh, it's only collecting dust. I don't even remember when I used it last time so I'd skip that one.
8GB RAM is reaching it's limits as gaming-capable capacity. I'd head for 2x8 kit
PSU... that one is completely unknown to me. I'd go for one of the recommended reliable ones (the list is somewhere on this site)
Screen/keyboard etc... given the budget spent on machine itself these external components seem very overkill to me. Is your brother a pro gamer? Or has he validated he can actually notice difference between 60Hz/FPS and 144Hz/FPS screen refresh rate/framerate?
HDD... if you have so small SSD, you need at least decently fast HDD (7200rpm, st like WD Black, since you'll be loading pretty much everything except Windows from that drive), if you get large enough SSD, 5400rpm should be enough as long as your brother can manage using the right drive for right thing. Capacity wise it's a bit questionable, 500GB these days isn't much for 'cold storage'
