Can you remove public folder?

I am trying to remove the shared folder but it won't let me even tho i am the administrator.

You first have to remove it from sharing actually to delete it. Just reverse the sharing.
For Windows 7 example (yes im using windows 7 and it should be similar):

Right click folder, sharing tab advanced, untick share this folder and its done, if it still doesnt allow, try going to share and removing user from shared (allowed).

I am on windows ten and i have tryed to change so i own it but it says i need Authorization from adminastrition.
