It's rather according to whether he static shocked it when he touched it. In that case, yes it could hurt it.
I've been buildings rigs for 15+ years and I have only even heard of this happening once. I dont use ES wristbands and rarely do I unplug the PC.

Can this happen? Sure. I suppose.
Am I lucky? No. I just use a little common sense.

Always touch the case before touching any component to discharge any possible static.
Pick up your feet when walking across carpet.
and dont touch any pins on components.
Avoid CRT TV's like the plague ( if any still exist)
A simple touch won't damage hardware, They are build with that on mind.
When I was building my PC , my (then 4-year old) child , was touching all components and it turned out just fine.
Later on, when my child was 6 we build the HTPC together and my child installed most of the components and they do not hold components like a adult will.
But just in case, don't let inmutare people to play with expensive hardware.

normal touch would be fine but he did touch something behind the fan ( it's hard to see and i think they build it that way so no one can touch it )

You will increase your chances of destroying your graphics card (or most computer components, really) in a very expensive manner by standing on your carpet and rub your feet on it furiously like you're trying to start a fire, and then poking a piece of electronics aggressively.
