Can you stream using a 8.1 64 bit OS

Buying new PC and want to make sure I can stream from it. Here's the details of the system:

You can stream from just about any system. It likely won't be very good if you're wanting to stream games, since you're relying on Intel integrated graphics, but you could stream.
