Can you stream with a Rx 480?

I am looking to build a streaming PC, and I am wondering if the Rx 480 8gb would get the job done. I would be streaming in 1080p. Also, what would a good CPU be?

1) First off what's your budget for the GPU and CPU and have you already got everything else for the system?
2) What games are you planning on streaming. Some are obviously more taxing than others?
3)Do you want to have a large amount of overlays, sources...?
4)When are you planning to get it?
Start from there, it'll make it easier to answer your question properly

I think the OP is just looking to stream, thinking that streaming was GPU taxing.
