Question Can you suggest the name of the game for me?

I seldom play games but this game was my favorite, I probably first played it around 2005 when I was a young teen, but I am now unable to recall the name of the game at all. It was like a chess game but it ran on a map of a nation, where it was divided into a lot of constituents, with some rules I cannot remember that you could occupy the neighboring region or be occupied by the others, if you could win the rules and occupy all the constituents you won the game. Does anyone know this game? It's like the mobile game called "state io" on iOS now but it was a bit different and it ran on PC.

I have mentioned all the things I can remember. There were a few competitors at the same time (they were all computers), the only thing I can remember was that a nation on a map was divided into many regions for occupation and competition.

Not RISK. Yes, it was a plan 2D game without much graphics or cartoons. However, it should be newer than RISK (if it's in 2000)
