Can you transfer the operating system to another pc if making a new one

I recently ordered parts to build my own pc and I don't know if you can transfer the operating system to the newer pc or if I have to buy a new one

yes you have to use the same drive tho but uninstall all old drivers before you transfer

And then comes the activation issue. Upon seeing the new hardware, Windows will become unactivated.

An up to date Win 10, you can probably move the licensing over.
Something else may be problematic.

Win 8.1.

I'd give this a greater than 75% chance of being an OEM license. And as such, tied to that original motherboard.
Meaning you need to buy a new OS for your new PC.

But, just to verify...where did the actual license come from?

i'm really not sure my grandmother gave me this pc for my birthday maybe a year or two ago and i've wanted to upgrade it since then but now i've decided to just make a new one because i had to order a new case and motherboard anyway

You will need to purchase a whole new OS for your new system.

Since you're building a whole new one, sell your old one for a couple hundred.
That gives you $100 for a new OS, and more money for new parts for the new system.

Bonus...some deserving family gets a working PC for cheap.

No.
There are two considerations...Operation and Licensing

so another question windows 8 or 10 for gaming and would you be able to see if the motherboard i ordered is actually compatible with the graphics card because i never really got a straight answer last time i asked they just said it could fit in the case and nothing really about the board and will my files actually be okay if i use the same hard drive

You can wipe it clean during the new OS installation.
Be sure you are booting from your install USB or DVD.
When it asks where, select Custom.
You'll be presented with a list of all existing partitions.
Select each, and DELETE. Leaving one large space.
Let Windows install to that, creating what it needs.

Of course, you've already gone to the manufacturers website(s) and gotten the most recent relevant drivers for all your hardware. Right?
And you've documented all your username/passwords. Right?
You're starting from a blank slate.

i'm not really sure about the drivers i was going to ask someone i know irl about it before i actually started but if you could tell me how it'd be fine or even link me a video or something also where do i download them to my internal or an external?

LAN, WiFi if applicable, Video, any other special hardware you may have. Like a keyboard with fancy lights...
Go to the manufacturers websites, and find the relevant drivers.
Download and save these on a USB stick.

After the OS install...install these.
