You can update it without any CPU.

That is only true for motherboards that have the BIOS flashback feature (Most MSI boards and some ASUS boards).

thank you for the quick response it is a as rock b450m hdv r4.0
And you have the 1800x current installed correct ???
And you also have a Video card, Correct ???

If so then you can update the BIOS using Instant Flash:
https://asrock.com/support/BIOSIG.asp?cat=BIOS10

BUT, I would strongly Recommend that you do Not use a BIOS newer than v1.50.
The BIOS versions newer than that have newer AGESA versions in them and do NOT work as well with 1000 and 2000 series CPU's.
And Make SURE you update the Chipset Drivers Before you update the BIOS as stated in the BIOS version 1.50 notes:
https://asrock.com/MB/AMD/B450M-HDV R4.0/index.asp#BIOS

ok so the update went well but now i have another problem my cpu is now starting to throttle it'self when it reaches 75 degrees this can be so bad that it goes to 2.9 ghz when performing a cinebench run and it will do the same for games and my motherboard is still saying the temps are over 70 even 85 if i stay in there a while

Yeah with that setup and room temp your CPU temp should be lower.
I'd double check and make sure the Cooler is tight and I'd even check the thermal paste if it has been installed for a while.
You could also go into your BIOS and set it to Optimized Defaults and see if some setting you changed is causing the high temps.
