Can you use SATA III drives with the LSISAS1064e controller?

Yes you can use them at SATAII speeds since they are backwards compatible with SATA3GB (II).
The controller does not support SATA 6GB (III). http://www.lsi.com/products/storagecomponents/Pages/LSISAS1064E.aspx
