Depends on what the current canadian prices are for components. A system with a mid range CPU and a GTX 1070 or a RX580 should handle 1080 resolutions in any game.
I decided on the i5 8400 which is a great CPU from a cost for performance standpoint. A reasonable motherboard from Gigabyte as I've had nothing but good luck with them. A solid 16 GB of DDR4 2666. A reasonably priced Crucial MX500 SSD and a 1 TB storage WD hard drive. An MSI RX 580 8GB to chew through games at 1080p. You could substitute with a 1060 6 GB if that tickled your fancy, but I selected the 580 for its FreeSync support, which is on the Viewsonic 24" class 1080p monitor. I picked a reasonable case with a good quality power supply. And to top it off a Logitech mechanical keyboard with a budget gaming mouse. It all comes in $5.56 over your $1600 budget, but it is a solid machine. Also polite.
