Cannot access external drives

Everytime I attempt to access a cd or an external usb
harddrive, I get a message box that says Disk in Drive is
not formatted. Any ideas?

The obvious first I guess is, 'Is it?

Next does the physical drive show up in Computer Management/Storage/ etc.,

I dont think its as simple as that there seems to be a problem with xp i have
an external usb shell which i put drives into both formatted by xp sometimes
it recongnises them and mounts them other times it says unrecognised disk and
refuses to let me initialise it.
It appears to be quite random if it will recognise it or not and always will
not on restart
