Cannot access hard drive windows 7

My 2nd hard drive is reported to be working normally, but Windows cannot access it. Is there a problem with Windows or with the drive? Any suggestions?

Go to control panel/administrative tools/computer management/storage/disk management/
And allocate/format space on the drive.

Thanks. I suspect a problem with the drive itself, although I can access to recover files using dat recovery software.
