Question Cannot accsess FTP server from internal network?

I made an FTP server on my PC in Win10 in order to move some files there for my newly bought laptop to access. I set up everything using a guide, enabled firewall rules, port forwarding etc., still I cannot reach it from my laptop. I can access it on my PC though but that's obviously not what I want. Can anyone be of assistance?
